A materials recovery and composting facility in McMinnville, Oregon required a stormwater treatment solution to comply with Tier II requirements under the Oregon DEQ's 1200-Z Industrial Stormwater General Permit (ISGP). Two active waste management operations on the site shared permit coverage, creating a need for a system that could meet regulatory benchmarks without disrupting daily facility activities.
PBS Engineering and Clear Water Services partnered to design, permit, and install a treatment system that addressed site-specific challenges while preserving the existing landscape. Using water quality characterization and pilot testing, Clear Water demonstrated that an active treatment approach could reliably reduce contaminants below permit benchmarks. The final system included chemical pretreatment, a settling basin, a 300gpm chemically enhanced sand filtration (CESF) system, and bioswale filtration to deliver consistent compliance and operational efficiency.
